To the Senate of the United States:

I transmit a report from the Secretary of State, with accompanying papers,+ in answer to the resolution of the Senate of yesterday.

+Relating to an offer of the British Government to refer to the arbitrament of some friendly power the questions of difference between the United States and Great Britain upon the construction of the convention of April 19, 1850.
