To the Senate and House of Representatives of the United States: In transmitting to Congress copies of a communication received from the governor of Pennsylvania, with certain resolutions of the legislature of that Commonwealth, relating to the Cumberland road, I deem it my duty to recommend to the consideration of Congress an adequate provision for the permanent preservation and repair of that great national work.
