Special Message

To the Senate and House of Representatives:

I transmit herewith a communication from the Secretary of State, companied by a report of Mr. Somerville P. Tuck, appointed to carry certain provisions of section 5 of an act entitled "An act to provide for the ascertainment of claims of American citizens for spoliations committed by the French prior to the 31st day of July, 1801," approved January 20, 1885.
