Special Message

To the Senate and House of Representatives:

I transmit herewith for the consideration of Congress a report by the Secretary of State, with accompanying papers, relative to the claims of the Eastern Extension, Australasia and China Telegraph Company, the Cuba Submarine Telegraph Company, and La Compagnie Francaise des Cables Telegraphiques, for damages done to their cables and property by United States naval and military authorities during the Spanish-American war.
