To the Senate of the United States:

I herewith transmit the reports of the Secretary of State and the Secretary of the Navy, with accompanying papers,* in answer to the resolution of the Senate of the 19th of January last.

*Relating to the African slave trade and to movements of the French Government to establish a colony in the possessions of that Government from the coast of Africa.
