I transmit herewith to the House of Representatives a report* of the Secretary of State, in answer to their resolution of the 3d instant.

*Stating that the correspondence relative to the refusal by the authorities of Cuba to permit the United States mail steamer Crescent City to land mail and. passengers at Havana has been transmitted with the message to the House of April 5, 1854.
