Special Message

To the House of Representatives:

I herewith transmit a report from the Secretary of the Treasury, which, accompanied by copies of certain letters of Mr. Ewing, late Secretary of the Treasury, and a statement* from the Treasury Department, completes the answer, a part of which has heretofore been furnished, to your resolution of the 7th of February last, and complies also with your resolution of the 3d instant.
