Special Message

To the Senate of the United States:

I transmit herewith to the Senate a report * from the Secretary of State, with the documents accompanying it, in pursuance of their resolution of the 7th instant, relative to the ship Olive Branch .

* Transmitting memorial of the heir at law of General Ira Allen, relative to the capture, detention, and condemnation of the ship Olive Branch and her cargo by the British Government; also copy of instructions given to the United States minister to Great Britain and of correspondence between him and the British Government on the subject.
