By virtue of the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that James M. Bayles, John J. Bowe, James P. Boyce, Arthur E. Kelly, John F. Leganey, and Charles W. Moore may be appointed to classified positions of guard in the Public Buildings Administration, Federal Works Agency, without compliance with the requirements of the Civil Service Rules.
