The Administration supports the goal of H.R. 707 and has no objection to House passage of the bill.
The Administration will seek enactment of authority to carry out the President's proposal for competitive bidding for some new radio spectrum assignments. Such authority should be included Ln appropriate legislation, such as reconciliation.
