At 11:49 a.m., after the president signed H.J. Res. 43, which allows states to withhold federal funds from facilities that provide abortion services, three attendees of the closed-press signing appeared at the stakeout for brief statements.

They were: CMS Administrator Seema Verma; Marjorie Dannenfelser, president of the Susan B.Anthony List; and Penny Nance, CEO of Concerned Women for America.

The stakeout was open press.
