Pool gathered for what was supposed to be an Oval Office spray of POTUS signing what a White House aide described as "a decision memo and letter transmitting legislative principles to Congress," related to the air traffic control reform intititive (Those principles were discussed and distributed at a briefing this morning).

We stood outside for about 10 minutes, as various officials, among them Jared Kushner, walked nearby.

Then, the spray was canceled. We are now headed for the East Room for the official announcement of the air traffic control initiative.
